Start with Pyukumuku if it is in your Hand. It's Attack Call For Family allow you to set up 2 Basic Pokemon on your Bench. Similarly, Pokemon Fan Club (Supporter) can be used to find 2 Basic Pokemon from your Deck and put them into your Hand.
If you are feeling lucky, you can try its Attack Surprise Fist which has 60 Base Damage. You will get extra 60 Damage from this Attack, if you win Rock-Paper-Scissor. This Attack is just for fun and not really recommended to use it if you are aiming to win the game.
Golduck is the best early game Attacker in this Theme Deck. It's Attack Energy Loop has decent Damage of 80 for 2 Energy. In addition, you can put an Energy from it into your hand. With this effect, you will be able to save 1 Water Energy even it is Knocked Out.
Ambipom is another great Attacker for early game. It's Attack Bye-Bye Throw does 60 Damage for each card you discarded from your Hand and up to 2 Cards can be discarded in this way. The maximum Damage of this Attack is 120. It is recommended to discard Energy Cards because there is a Pokemon in this Deck that can recover Energy from Discard Pile.
It's pre-evolution, Aipom's Ability Scampering Tail might come in handy when you opponent has Pokemon or Trainer that has an effect to find a card from his or her Deck and put on top of it. By using Scampering Tail, you can put that top card on the bottom of your opponent's Deck. So, your opponent won't be able to get that top card during next turn.
Empoleon is the highlight of this Theme Deck. It's Attack Recall allows it to use Attack of it's previous Evolutions. With this Attack, it can use both Piplup's Attack Bubble Hold (80 Damage with effect that prevents your Defending opponent's Basic Pokemon from Attacking) and Prinplup's Attack Direct Dive (100 Benched Damage) for just 1 Energy.
Being able to use Direct Dive for 1 Energy is huge advantage. This Attack can eliminate all your opponent's Attackers within 2 Turns when your opponent is trying to set up those Benched Pokemon. Although you have to discard 1 Energy after using this Attack, it is still worth it.
On the other hand, Bubble Hold can be used to counter against your opponent's Basic Pokemon especially Legendary Pokemon which has High HP and High Attack. Due to this Attack effect, your opponent has left with only one choice which is to switch with another Attacker.
Being able to use Direct Dive for 1 Energy is huge advantage. This Attack can eliminate all your opponent's Attackers within 2 Turns when your opponent is trying to set up those Benched Pokemon. Although you have to discard 1 Energy after using this Attack, it is still worth it.
On the other hand, Bubble Hold can be used to counter against your opponent's Basic Pokemon especially Legendary Pokemon which has High HP and High Attack. Due to this Attack effect, your opponent has left with only one choice which is to switch with another Attacker.
Because Water Energy are discard by using Empolemon's Attack Recall or Ambipom's Attack Bye Bye Throw, Kyogre's Attack High Water can be used to recycle those Energy Cards. This Attack allows you to attach 2 Water Energy Cards from your Discard Pile to 1 of your Pokemon. You can use this effect to Kyogre itself since its other Attack Swiriling Waves has high Energy Cost (4 Energy) for 130 Damage.
Other than Empoleon and Ambipom, Roller Skater (Supporter) and Viridian Forest (Stadium) can also be used to discard Water Energy from your Hand. The new Supporter Cards allows you to draw 4 Cards if you discard a Energy from your Hand whereas the Stadium allows you to search an Energy from your Deck in exchange for discarding 1 Card.

Switch (Item) and Tate & Liza (Supporter) can be used to retreat your Pokemon with High Retreat Cost such as Kyogre or Empoleon without discarding an Energy.
Phione's Ability Whirlppol Suction works well with Empoleon's Snipe Attack. This Ability allows you to switch your opponent's Active Pokemon with 1 of his or her Benched Pokemon and then discards Phione. You can use this Ability to switch your opponent's main Attacker with minor Pokemon. After that, use Empoleon's Snipe Attack to Knock Out the main Attacker on Bench.
Draw Energy (Special Energy) is new Energy Card from Cosmic Eclipse Expansion. This Energy allows you to draw 1 Card when it is attached to your Pokemon from your Hand.
