Overview
There are not many strong Lightning type in the current Standard Format. With the release of Raichu V, we will have another great Lighting Pokemon. Raichu V is not very tough Pokemon as it has only 200 HP. In addition, it has no Resistance and Fighting Weakness. So, most of the strong Basic Pokemon V can OHKO it. In terms of Speed, Raichu V is quite fast as you only need 1 Energy to retreat it.
The main reason that makes Raichu V storong is it's second attack, Dynamic Spark. You need 2 Lightning Energy to use Dynamic Spark and this attack does 60 damage for each Energy your discarded from your Pokemon in play. If you managed to discard 6 Lighting Energy [360 Damage] from your Pokemon in play, you can OHKO any Pokemon VMAX.
The best thing about Dynamic Spark is that you don't have to discard a lot of Energy from Raichu V to deal a lot of damage like Rayquaza VMAX. Imagine, if your opponent Boss's Order your Benched Rayquaza VMAX with 5 or more Lighting Energy and OHKO it, all your effort will be wasted. In the case Raichu V, you can spread those Lightning Energy among your Benched Pokemon and attached only 2 Lighting Energy to Raichu V. With this setup, you don't have to worry too much about your opponent Boss's Order anymore.
You don't really need Raichu V first attack, First Charge. For 1 Lighting Energy, this attack let you attach 1 Lightning Energy from your deck to Raichu V. Also, you can use this attack on your first turn if you go first. Unless you go first, this attack is not really very useful since there are other better way to accelerate Lightning Energy and you will be in better position from using Dynamic Spark each turn.
Energy Setup
In the early game, Boltund V is good to accelerate Lighting Energy for your Pokemon in play. Its first attack, Electrify let you attach 2 Lightning Energy from your deck to your Pokemon in any way your like. You might want to use this attack to accelerate Energy for Raichu V first as its attack, Dynamic Spark requires 2 Energy. You can accelerate Lighting Eenergy for other Pokemon on the subsequent turn using Electrify. So that, you will have more Lightning Energy in play.
The more Lighting Energy you have in play, the easier it is for you to recycle those Energy using Flaaffy Ability Dynamotor. This is because after you use Raichu V Dynamic Spark , most of the Lighting Energy from your Pokemon will be sent to your discard pile. Then, you can use Flaaffy Ability Dynamotor to re-attach those Energy from your discard pile to your Benched Pokemon. It is recommended to setup at least 3 Flaaffy in order to get high damage from Dynamic Spark.
Important Items
As mentioned earlier, Raichu V is not very tough. Equipping Cape of Toughness to Raichu V will increase its HP to 250. Doing so, you opponent will need at least 250 HP to OHKO your Raichu V. Most of the popular Pokemon don't have this amount of damage. Thus, you opponent need to 2HKO your Raichu V most of the time.
When play this deck, you might need to switch between Active Pokemon and Benched Pokemon frequently. For example, if your Active Raichu V is knocked out during your opponent's last turn, you might not be able choose your Benched Raichu V as your New Active Pokemon since it might not have enough Energy to use Dynamic Spark. In that case, you need to choose other Pokemon as your new Active Pokemon. During your turn, you can now accelerate 2 Lighting Energy to your Benched Raichu V using Flaaffy Dynamotor. After that, either equip your Active Pokemon with Air Balloon or use Switch to make your Benched Riachu V as New Active Pokemon.
Additional Attacker
Zekrom is a great addition to Raichu V Deck mainly because of its second attack, Wild Shock. For 2 Lightning Energy and 1 Colorless Energy, this attack has 130 damage and Paralyzed your opponent's Active Pokemon. But, Zekrom deals 60 damage to itself from using this attack. Since Zerkrom has 130 HP, you will be able to use this attack two times.
This attack is great for stalling your opponent as Paralyzed Pokemon can't do anything for 1 turn. Also, 130 damage can reduce around one third of your opponent's Pokemon VMAX HP. So, you can KO your opponent's Pokemon VMAX with Raichu V during your next turn.
Stadium
All the major Pokemon used in this deck are Lightning type and Stormy Mountains let you setup 1 Basic Lightning Pokemon each turn.
