Flareon's Ability Power Cheer increases the attacks of your Pokemon-GX that evolve from Eevee by 30 (before applying Weakness and Resistance).
Vaporeon's Ability Vitality Cheer increases the maximum HP of your Pokemon-GX that evolve from Eevee by 60.
Jolteon's Ability Speed Cheer reduces the Attack Cost of your Pokemon-GX that evolve from Eevee by 1 Colorless Energy.
Vaporeon's Ability Vitality Cheer increases the maximum HP of your Pokemon-GX that evolve from Eevee by 60.

Same Ability can't be applied more than 1 Time. For example, even if you have 2 Power Cheer Ability in play, only 1 Power Cheer Ability is in effect. You still can have all these three different Abilities in effect if Flareon, Vaporeon and Jolteon are in play.
Eevee GX can also be used to evolve your Eevelution GX Pokemon. In addition, its Ability Ascension DNA will heal all Damage from it when it is evolved. Another reason for putting Eevee GX is your Deck is to increase your Eeevelution and Eeevelution GX in play. Because if you only put 4 Eevee in your Deck, you will be limited to play 4 Eevelution and/or Eevelution GX.

Personally, Jolteon GX is recommend for two reasons. It has no Retreat Cost and High Damage (110) for low Attack Cost. With Speed Cheer Ability, you can use its Attack Head Bolt with 1 Lightning Energy. Thus, it can be set up very fast compare to other Eveelutions GX.

Evolution
Eevee's Ability Energy Evolution allows you to evolve Eveelution GX from your Deck when you attach a Basic Energy from your Hand to it.Eevee GX can also be used to evolve your Eevelution GX Pokemon.
