Overview
Surfing Pikachu VMAX has Fighting Weakness since it is a Lightning Pokemon. Probably, it might be dual type : Lightning and Water but the artist chooses to go with Lightning type instead. It has second lowest HP among Pokemon VMAX and has no Resistance so it is not really a tough Pokemon VMAX.
Surfing Pikachu VMAX is a good damage spreader due to its only attack Max Surfer. This attack has 160 base damage and does 30 damage to all your opponent's Benched Pokemon and 3 Water Energy are required to use this attack. Compare with Inteleon VMAX Max-Bullet which has 60 snipe damage, Max Surfer is much better as this attack can damage all your opponent Pokemon. 160 Damage of Max Surfer can 2HKO Pokemon VMAX with 320 or less HP. Even if your opponent's Pokemon VMAX above 320 HO, it can be still 2HKO with Surfing Pikachu VMAX as long as you are able to spread 30 damage 1 times when they are Benched Pokemon.
Like its VMAX form, Surfring Pikachu V also has only 1 attack, Surf and this attack requires 3 Water Damage. This attack has 150 base damage and does not have any extra effect.
Surfing Pikachu VMAX is definitely not fast attacker since it requires 3 Energy to set up and it has only 1 attack. Thus, it is better have other fast attacker in your deck to counter against fast attacking Pokemon. Since Max-Surfer attack requires Water Energy, it is more practical to add fast Water type attacker in your deck. This will also improve your chances of dealing double damage as your deck now have 2 types [Lighting and Water].
Additional attacker
Suicune V attack, Blizzard Rondo requires only 2 Energy [1 Water Energy and 1 Colorless Energy] so it is definitely a fast attacker. In addition, this attack damage can be increased up to 220 damage if both you and your opponent have full Pokemon in respective Bench.Its Ability Fleet Footed can also be used to draw an extra card if it is an Active Pokemon.
Energy Setup
Both Surfing Pikachu VMAX and Suicune can be accelerated an extra Water Energy from discard pile using Melony. With this effect, you only need 2 turns to attach 3 Water Energy to Surfing Pikachu VMAX and 1 turn to attach 2 Energy for Suicune V.
Increase snipe damage
Equipping Telescopic SIght to Surfing Pikachu VMAX increases its Max Surfer snipe damage to 60 damage to Pokemon V. Even if your opponent retreat its low HP Pokemon VMAX, it can still be KO by 60 damage. Also, most of the Benched Pokemon V with 6 damage counters can be KO with Max Surfer when you switch 1 of them using Boss's Order.
Search Engine
You can search specific Trainer Card by using Ability Shady Dealings of either Drizzile or Inteleon Getting the right Trainer Card into your hand will definitely give you advantages over your opponent. For instance, you can use Shady Dealings Ability to search Melony to accelerate extra 1 Water Energy to Surfing Pikachu VMAX and attack immediately or search Telescopic SIght and equip it to Pikachu VMAX to increase its spread damage.
On the other hand, Inteleon Rapid Strike Ability Quick Shooting let you put 2 damage counters on 1 of your opponent's Pokemon. Don't underestimate mere 20 damage as this might let you KO your opponent's low HP Pokemon VMAX.
