Are you a kind of player who like to annoy or irritate your opponent and enjoy getting upset win? If so, Lillie's Poke Doll is perfect card for you. It is an Item Card which you can play it as Basic Pokemon (30 HP) and you can discard it during your turn and put it on the bottom of your Deck. In addition, your opponent will not take any Prize Card if Lillie's Poke Doll is Knocked Out.
Since your opponent won't take any Prize Card from Knocking Out Liilie's Poke Doll, you can use this effect as an advantage to win the game by forcing your opponent Deck Out. All you have to do is to set up at least 2 Liilie's Poke Doll every turn. You need 2 Lillie's Poke Doll because if 1 Lillie's Poke Doll is Knocked Out, you can replace with another one instead of your another Pokemon. Doing so, your opponent will not take any Prize Card for the rest of the game.
The idea is more suitable for Standard Format rather than Expanded Format because there are many cards such as Lysandre, Guzma etc in the Expanded Format that have effects to switch Active Pokemon with Benched Pokemon. This will break apart the whole strategy of using Lillie's Poke Doll. Thus, all the cards which are discussed in the article are meant for Standard Format.
By the way, the effect of Lillie's Poke Doll is nothing new. There are already cards that has an similar effect as Lillie's Pokemon Doll. Both Clefairy Doll (10 HP) from Base Set and Robo Substitute Team Flare Gear (30 HP) from Phanton Forces Set have similar effect. The only difference is that Lillie's Poke Doll is put back into the bottom of Deck when discarded by player whereas the other card are put into Discard Pile when discarded by player.
Recycling
In order to keep using Lillie's Poke Doll for every turn, the only choice is to recycle them. Florges with an Ability Wonderous Gift can be use to recycle Lillie's Poke Doll. Its Ability allows you to flip a coin and you can an Item Card from your Discard Pile on top of your Deck if you got Head. The more Florges you manage to set up, the higher your chance of retrieving Lillie's Poke Doll every turn.

This can be done with Pidgeotto's Ability Air Mail which allows you to Look at top 2 Cards of your Deck and put 1 of them into your Hand and the oter card on the bottom of your Deck. You can also use this Ability to draw Lillie's Poke Doll in the early game.
If you want to play aggressive, you can use Sawsbuck instead of Pidgeotto. Sawsbuck's Ability Seasonal Blessings allow you to draw a card from your Deck once during your turn. You can use this effect to put Lillie's Doll back into your Hand. Another great thing about Sawsbuck is that you only need to set up 1 Lillie's Poke Doll since its Attack Bounce (60 Damage) allows you to switch it with your Benched Pokemon. With Bounce Attack, you might probably win the game without decking out your opponent.
Although Sawsbuck can damage your opponent, its Draw Ability is not as good as Pidgeotto. Getting right card in your Hand is very crucial for using Lillie's Poke Doll Strategy.

Deck Out
Bellelba & Brycen-Men (Supporter) can be used to deck out your opponent even faster. This Supporter allows you to discard 3 Cards from top of each player's Deck.
Before you finish setting up Lillie's Poke Doll Strategy, you might probably loose few Prize Cards to your opponents in the early game. You can use this as an advantage to put Lt. Surge's Strategy in your Deck. This Supporter allows you to play another 2 More Supporter if you have more Prize Cards than your opponent. With Lt. Surge's Strategy, you will be able to play 2 Bellelba & Brycen-Men and discard 6 Cards from your opponent's Deck.
Pal Pad (Item) can be used not only to prevent you from Deck Out but also to recycle important Supporters like Bellelba & Brycen-Man. Since it is an Item Card, it can be recycled with Floreges's Ability Wondrous Gift.

Set Up
As mentioned in this Article, there are quite a number of Pokemon need to be set up for Lilli's Poke Doll Strategy to work. Professor Elm's Lecture (Supporter) is the best card to set up all the require Basic Pokemon. This Supporter allows you to put 3 Pokemon with HP less than 60 into your Hand from your Deck. Also, it can be used to find Pidgeotto since its HP is exactly 60.
Rare Candy (Item) can be used to evolve Flogres from Flabebe. In fact,it is recommended to put just Flabebe and Flogress Deck to accelerate your set up. If you are planning to put Floette in your Deck, you will need 2 more turns to evolve Flogres instead of 1 more turn.
Order Pad (Item) can be used to find Lillie's Poke Doll from your Deck. But, you can only use this card effect if you manage to flip Head.
