It is very rare for Non EX/GX Pokemon to have more than 1 Attack with 100 plus Damage. Arcanine is one of those Pokemon and Energy Cost for both of its Attacks are worth for the Damage.
Grand Flame costs 3 Fire Energy and has 120 Damage. In addition, you can attach up to 2 Fire Energy from Discard Pile to 1 of yuur Benched Pokemon.
The other Attack, Heat Tack has massive Damage of 190 for 4 Fire Energy. However, this Attack does 50 Damage to Arcanine.
Attach Energy
To speed up attaching from your Hand, Welder (Supporter) can be used to attach 2 Fire Energy from your Hand. Then, you can attach another Fire Energy from your Hand as usual. Total of 3 Fire Energy can be attached if Welder is used which is sufficient to use Grand Flame Attack.
Sometimes, you might now have Fire Energy to use Welder. Both Giant Hearth (Stadium) and Fiery Flint can be used to put required Fire Energy into your Hand. Giant Hearth will provide 2 Fire Energy by discarding 1 Card from your Hand whereas Fiery Flint will provide 4 Fire Energy by discarding 2 Cards from your Hand.
The other way is to use Kiawe(Supporter) to attach 4 Fire Energy to Arcanine. But, you turn will end after you use Kiawe so you can attack only during your next turn.
Prevent Recoil Damage
Equipping Protection Cube (Pokemon Tool) to Arcanine will prevent Damage from using Heat Tackle.
Evolve
Evosoda (Item) can be used to evolve Arcanine from your Deck if Arcanine is not in your Hand.
